| OPEN LETTER TO UN SECRETARY GENERAL MR BAN KEE_MOON FROM MOREP PRESIDENT: After the increasing political tension in the Gulf Area between Iran and surrounded countries involving the international communities and regarding nuclear use that may end to an aggressive war, we ask the United Nations to prevent the Arabian/Persian Gulf pollution from oil discharge.
The Gulf Sea has a natural environment very rich with good fishing grounds, abundant Pearl Oyster and extensive coral reefs. Its ecology has become increasingly under critical conditions from the heavy repeated petroleum spillages associated with the recent war fought in the region. During the Iran-Iraq war each side attacked the other’s oil tankers and ships resulted in 17 years of sea pollution starting from Kuwait to the Strait of Hormuz. Nowadays and after too much suffering the deep sea starts to regain its vitality very slowly. Any coming war in this region might destroy the Arabian/Persian Gulf deep sea ecosystem completely.
Mr. the Secretary General, The preambles of the “UN Convention on the Law of the Sea” states that “the problems of ocean space are closely interrelated and need to be considered as a whole” and by this Convention a development of the principles embodied in resolution 2749 (XXV) of 17 December 1970 in which the General Assembly of the United Nations solemnly declared inter alias that the area of the seabed and ocean floor and the subsoil thereof, beyond the limits of national jurisdiction, as well as its resources, are the common heritage of mankind, the exploration and exploitation of which shall be carried out for the benefit of mankind as a whole, irrespective of the geographical location of States. The Part IX, Art. 122 concerning gulf as a semi-enclosed sea and Art. 123 clearly mentioned that states bordering a gulf area shall coordinate the management, conservation, exploration and exploitation of the living resources of the sea with respect to the protection and preservation of the marine environment (paragraph (b)).
“The international convention for the prevention of pollution of sea by oil” ended environmental treaties in London 1954 with consecutive Amendments in 1962 and 1969, entered into force in 1978 together with the sixth Assembly of the Inter-Governmental Maritime Consultative Organization on 21 October 1969 (Resolution A. 175 (Vl)) for regulation of oil transport hence decreasing the risk of environmental catastrophes and sea pollution. The signed agreements was made for this main reason, while extrapolating to the pollution caused by war the concerned countries will not respect this principle which they signed previously for.
Neutral countries and concerned ones have the obligation to observe the requirements of UN Conventions and what follows in other international agreements. The statements of the First Protocol of Geneva Convention protect victims of international conflicts, and by jurisdiction is to be extended to environment which is a victim that should be protected.
Therefore, we hope from you to take action by common agreement to prevent pollution of the Arabian/Persian Gulf Sea from oil discharge during any war that might happen and considering that this end may best be achieved by your direct intervention against infringement on its environment. We have accordingly presented what should be agreed between conflicting countries to prevent this area from oil discharge, and this to be achieved as soon as possible before any environment disaster happens.

Human being by nature needs to survive. People these decades want just to follow the market and  stokes, to become rich or to live in good conditions. 

 

 

 

 

 

 

 

Economical States are provoking inflations.
Poor children are thrown to be eaten by vultures. This Picture depicts a famine stricken child crawling towards a UN food camp, located a Km away. The vulture is waiting for the child to die to eat him. This is what is happening everyday like it was in the Sudan famine in 1994 where this picture was taken. Today is the Zimbabwe famine, the one loaf of bread costs $13 equal to a day wages resulting in the missing of enough corn. In Madagascar, 85% of people lives on less than a $ per day. By 2010, there will be approximately 18 million AIDS orphans in Africa. The children destiny is promising to the worst while rich and developped countries are projecting their hypocrisy. It is alarming . MOREP urges the world to look at these poorest countries and help these millions lifes to survive.  Do promote investment of all kind, help and support. Push your country politics to turn their face to this side of the world. |

THE ENVIRONMENT CHAPTER OF MOREP IS PROPOSING TO SAVE AIR POLLUTION BY MAKING BIOLOGIC FUEL FOR SELF USE (for Heating etc..) from Vegetable Oil from kitchen oil waste. Biodiesel is recognized by both the US Environmental Protection Agency and Department of Energy as an alternative fuel, and qualifies for mandated programs under the Clean Air Act Amendments and the Environmental Protection Act of 1992 (EPAct). Dans l’état actuel, au moment de la préparation de la rencontre de Saint Cloud, le président du MOREP a proposé ce soir un plan danslequel un gouvernement de 7 ministres technocrates présidé par Seniora fera la transition et mettra au point le vote d’un nouveau président de la république au cours des négociations de Saint Cloud. 

3/7/2007   MOREP scientific chapter working on global warming issues today introduction on a new onset of device acting on city warming. Beside the previous issues, decreasing the effect of Air Conditioning on city warming by encouraging to switch off the AC during non needs hours, a new onset of device plan which introduce the warm air produced by AC to outside air pulling it into water container in which the air temperature becomes acceptable . Such a device will reduce the city warming produced by AC during summer time, and hence participating in the reduction of the global warming. MOREP Spokesman, Environment scientific Chapter.

26 June 07 - MOREP declared yesterday night an inter-lebanese peace process by increasing the MOREP coalition through different regions. 28 February 07 MOREP President asking experts, activists, corporate leaders and government officials to push for humanitarian assistance as it is crucial for maintaining a normal life. As the climate change is reaching a non-recoverable point, among the measures recommended by MOREP is to improve transportation systems, elaborating tighter building codes, financing for energy-efficiency investments. Incineration and electrical production system should be changed towards other source of electricity such as sun power, water turbines etc. FROM THE MOREP's Spokesman.

16 January 2006 MOREP's Chairman Dr ABi Saab declaration today consistently pushes for a code of corporate social responsibility "CSR" in private sector companies, as part of PARIS 3 conference, ranging from responsible globalization to promoting human rights and fighting corruption, launching such initiative to embed this practice in Lebanon. The project will assist the integration of social and environmental concerns in business operations and in corporate interaction with government, trade unions, business associations and communities on a voluntary basis. The main objective is to  implement CSR practices, which is a vehicle for harmonization, social cohesion and improving competitiveness. This will address both local and foreign enterprises in the EU, Australia, US and  Arabic countries in cooperation with national and regional partners. Business networks with developed countries  will contribute through exchange of experience and good practices. From MOREP Head Office's spokesman.

07 January 2007 The President of MOREP started this day the new planning for the year 2007 mentioned previously. He hopes that Morepists will continue to have the courage to introduce reform planning into the Lebanese system.

20 December 2006 Le président du MOREP Dr Abi Saab, dans un communiqué avec les morepistes a évoqué les différents mouvements dans le monde et leurs effets sur les nations: dictature, communisme, marxisme, socialisme, intégrisme religieux, idéologie, expansionisme, territorialisme religieux, nationalisme, impérialisme, extrémisme, racisme, faschisme, capitalisme, libéralisme et démocratie. Il mentionne qu'il existe une grande différence entre eux ce qui nécessite une vigilance des nations sur certains points qui peuvent entraîner un recule socio-économique grave et la guerre. La Dictature, un pouvoir incontrolable faisant souffrir le libre choix de l'être humain, Le communisme et le marxisme attaque à la vie même privée de l'être humain tout en étant dictaturial, le socialisme est bon dans les pays à population pauvre s'il se penche vers la démocratie libéral où ça aide à lancer des programmes humanitaires et traiter la société avec justice, et bien sûre s'il ne se penche pas vers le communisme, il est parfois inconscient des mouvements politiquements dangeureux et les supporte.  L'intégrisme, l'idéologie et l'expansionnisme religieux  font partie d'un état d'âme intègre et dure à supporter parfois provoquant, d'où émane un conflit inter-populaire et une guerre sans fin puisque l'idéologie et l'intégrisme cherche à répandre le pouvoir; d'ici l'expansionnisme religieux devient dangeureux, d'où émane le terrorisme religieux. La différence avec le territorialisme religieux c'est que dans cette dernière l'expansion se limite à un territoire comme le sionisme, alors que le territorialisme non-religieux émane d'un conflit territorial nationaliste ou d'une idéologie non-religieuse comme c'est le cas du baasism (parti au pouvoir en Syrie et qui était au pouvoir en Irak). L'idéologie est parfois anti-religieuse et expansionniste comme c'est le cas du communisme qui ne peut-être qu'un aspect de l'extrémisme. L'extrémisme peut se présenter sous plusieurs faces: le racisme comme c'est le cas du régime faschiste, le nationalisme et l' idéologie. L'extrémisme peut aussi chercher l'expansion territorial pour gagner du pouvoir. Le liberalisme cherche le pouvoir démocratique dans le sens d'une démocratie loin de toute idéologie religieuse ou non-religieuse, cherche l'équilibre populaire et renforce le capitalisme. Alors que le Morepisme, un mouvement réformiste représentant l'environnement,  ajoute à cet équilibre un aspect humanitaire, sociale, scientifique, un équilibre socio-économique tout en encourageant le capitalisme, une préservation de la nature, de l'histoire et de la culture, pour une paix inter-populaire infinie.

12 December 2006 MOREP proposes for the year 2007 the anti-corruption machinery implementation by a new legislation against corruption in Lebanon. This includes a Main Central Service for the Prevention of Corruption attached to the Ministry of Justice, the Central Bank account database and the Platform for the identification of criminal assets. Lebanon should be particularly well provided with legislation on funding and in the field of asset seizure.

10 December 2006  Responding to the depletion of fish stocks and degradation of fragile marine habitats in many parts of the world, the United Nations General Assembly called on States to take immediate action to reverse the situation and protect vulnerable deep sea ecosystems. MOREP asking to act on the Lebanese Mediterranean sea and the COTE D'Ivoire to pull out fuel and toxic material respectively from the deep sea to preserve the deep sea ecosystem.

09 December 2006 Israel’s use of weapons such as cluster bombs during this summer’s war with Hizbollah in Lebanon was a flagrant violation of the right to life and property, excessive, not justified by military necessity and went beyond the arguments of proportionality, according to a report mandated by the Human Rights Council

29 November 2006 Rising global tide of electronic waste a new problem in developing countries. Facing this problem, MOREP Environment Chapter wish to plan for an ultimate solution to tackle the problem. This should be in collaboration with the ministry of environment and UNEP.

27 November 2006 Agricultural damage from summer conflict in Lebanon reaches $280 million according to the FAO. While the conflict affected the agriculture sector directly, the indirect economic impact in terms of lost markets and labor opportunities was much more important. The Food and Agriculture Organization will start-up funding 17 million US$ for some priority initiatives. Harvests tree damage and crop production are the main losses. MOREP 's Agriculture Reform Chapter stresses that funding to reestablish this sector should be managed together with finding contract with other countries for products export. Our products should be also made by biological way to find more clients and hence better contracts of crop export. Agriculture Reform Chapter suggests to establish a commission of Bio-Agriculture with the FAO and the Ministry of Agriculture to help these kind of production through out Lebanon.

26 November 2006 Comment of MOREP's Head on the UN General Assembly on next week session against poverty. To Reach the Millennium Development Goals as a set of global antipoverty targets Dr Abi Saab raises the implication of partnership of private sector with the help of UNDP. This should carry out national development strategies for reaching these said Goals. They should cover eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality, reducing child mortality, improving maternal health, combating HIV/AIDS, malaria and other diseases, ensuring environmental sustainability, reducing the air and water pollution, preventing deforestation, and fostering a global partnership for development. Dr Abi Saab stressed out on environment sector education that could be achieved by a special educational program set by UNEP.

25 November 2006 Sea water Pollution in LEBANON and in Côte D'Ivoire: Both sites were polluted the first by fuel leaking about 10000 tones during raid attack by Israeli strikes and the second by deadly toxic waste from abroad that was criminally dumped in August around Abidjan. Both crimes were  committed against the environment and hence against life, MOREP environment chapter urges the UNEP to make a more important fund to help the team in charge of clean-up the Lebanese costal area.

25 November 2006 Nations Poverty in vulnerable countries are widening in importance MOREP reports today that vulnerable countries are those implicated in war, communism system, religious system or dictatorial system, arms excessive budgets, most of them located around the equator and Asia, under economic boycott. They are mired in deep poverty as living standards deteriorate. MOREP's Humanitarian Chapter asks the international industrial countries to make a clear system of helping these population before getting worse. Dr ABi Saab comments that one of the pathway is the use of cloned agriculture gene for just this reason even though it is against the nature. Wild wheat cloned gene could boost the nutritional value of bread helping to fight the world hunger. This cloned gene as declared by the U.S. Department of Agriculture is not modified and using just the wild wheat. MOREP's Humanitarian Chapter asks to put a clear system to help these vulnerable countries and not to use this development for commercial target.

21 November 2006 ALARMING SITUATION: Rainforest reduction in AMAZONE. This forest represents over half of the planet's remaining rainforests. Amazonian rainforests comprise the largest and most species rich tract of tropical rainforest that exists. Deforestation is becoming alarming since big wood commercial societies are actually planning for this action. MOREP is putting this information for international societies and UNEP to act rapidly.

20 November 2006 Cultural heritage and natural sites protection. Cultural Chapter of MOREP and the team work started a new project for 2007 including natural sites and cultural heritage sites to be promoted for cultural tourism. Many of these sites in Lebanon are not known even by local citizens. We hope to promote these sites and make them as protected. MOREP's spokesman released this evening.

20 November 2006 Campaign to plant a billion trees within a year launched at UN climate change conference, all the MOREPISTS will participate to launch this project in Lebanon. This is what MOREP's spokesman said today after meeting of Morepists team with Dr Abi Saab. We are here to participate in this plantation as we do every year, in area which was destroyed by queries, since 2004 three thousands various plants where distributed to plant including cedars and pines trees.

19 November 2006 Climate changes toward the rise in temperature will make particular species suffering MOREP reports today to press release: This afternoon MOREP's spokesman said that  our environment programme should protect all species suffering from these change including whales, dolphins, Pacific Oyster, birds and turtles, Monarch Butterflies and those of migratory wild animals who are vulnerable to these changes since they take a rest during migration in many countries who are actually under pollution. They should success their reproduction, they should find their food and hence adapted to a special environment. If this environment is lost they will not survive and they try to change the route of their migrations. Changes affecting the world environment includes desertification, sea level rising, Antarctic waters getting warmer and the ice is melting affecting sea salinity, sea water pollution, Air pollutions, queries and so far devastating buildings toward forests. Lebanon should respect the international UN environment programme conventions.

19 November 2006 MOREP's spokesman today put the Lebanese population onto the alarming situation of hazardous frequent habits; No plastic containers in micro, No water bottles in freezer, No  plastic wrap in microwave, Risk of Cancer. MOREP team reviewed the data of John Hopkins concerning this situation and allowed to publish the exact letter as it is an alarming situation:
1. No plastic containers in micro.
2. No water bottles in freezer.
3. No  plastic wrap in microwave.
Johns Hopkins has recently sent this out in its newsletters. This information is being circulated at Walter Reed Army  Medical Center as well. 
Dioxin chemicals causes cancer, especially  breast  cancer.
Dioxins are highly poisonous to the cells of our  bodies. Don't freeze your plastic bottles with water in them as this releases dioxins from the plastic.
Recently, Dr. Edward Fujimoto, Wellness  Program Manager at Castle Hospital ,  was on a TV program to explain this  health hazard.  He talked about dioxins and how bad they are for us.
He  said that we should not be heating our food in  the microwave using plastic containers. This especially applies to foods that contain fat. He said that  the combination of fat, high heat, and plastics releases dioxin into the food  and ultimately into the cells of the body. 
Instead, he recommends  using glass, such as Corning  Ware, Pyrex or ceramic containers for heating  food. You get the same results, only without the dioxin.
So such  things as frozen dinners, instant ramen noodles and soups, etc., should be  removed from the container and heated in something else. Paper isn't  bad but  you don't know what is in the paper. It's  just safer to use tempered  glass,  Corning Ware, etc. 
He reminded us that a while ago some of the fast  food restaurants moved away  from the foam containers to paper. The dioxin problem is one of the reasons.
Also, he pointed out that plastic wrap,  such as Saran, is just as dangerous when placed over! foods to be cooked in  the microwave. As the food is nuked, the high heat causes poisonous toxins to actually melt out of the plastic wrap and drip into the food.
Cover  food with a paper towel instead. This is an article that should be sent to anyone important in your life!

16 November 2006  [ In a message marking the International Day for Tolerance, United Nations Secretary-General Kofi Annan today stressed the key roles that education and a responsible media can play in preventing the spread of hatred. “Recent years have witnessed a sharp rise in intolerance, extremism and violence across the world,” he declared. “This disturbing trend is fuelled, in part, by a growing tendency to articulate differences in terms of identity rather than in terms of opinions or interests.] ON this International Day of Tolerance Dr Majid ABi Saab heading the Morepists meeting stated that brutality and violence because simply of differences in identity should stop in this world between communities. We must each participate to uphold the principles of tolerance. In that matter Dr ABi Saab said that Pluralism and mutual respect should be on a top of our communications and in everyday education with media and educational establishments supports.

14/10/2006 MOREP's Environment Chapter: MOREP's environment team asking lebanese supporters of saving the environment : DO YOU HOPE MAKING FUEL FROM KITCHEN OIL WASTE? THE ENVIRONMENT CHAPTER OF MOREP IS PROPOSING TO SAVE AIR POLLUTION BY MAKING BIOLOGIC FUEL FOR SELF USE (for Heating etc..) from Vegetable Oil from kitchen oil waste. Biodiesel is recognized by both the US Environmental Protection Agency and Department of Energy as an alternative fuel, and qualifies for mandated programs under the Clean Air Act Amendments and the Environmental Protection Act of 1992 (EPAct). 25/9/2006 Mr Serge Brammertz report: Opinion comment on article : Daily Star 26/9/2006. Dr Majid ABi Saab Head of Morep and after meeting with collaborators including some representatives from Beirut,  Achrafieh, North and Bekaa in presence of a high personality concluded that Mr Brammertz is doing well investigating slowly and sure one day any person involved will be punished.

Open Letter To UN Secretary-General Mr. Koffi A. Anann from MOREP's Head Dr Abi Saab asking the international communities to make pressure on both parties to stop the war, the only way to resolve all problems is through negotiation . "Human Rights" and "Geneva Convention" state to protect civilians and their properties during the war. According to the Charter of the United Nations (Protocol I - Preamble), every state has the duty to refrain from the threat or use of force against the sovereignty, territorial integrity, or political independence of any state. The Geneva Conventions must not be construed as legitimizing or authorizing any act of aggression or any other use of force inconsistent with the Charter of the United Nations. The Convention I Art. 35 states that transports of wounded and sick or of medical equipment must be respected and protected in the same way as mobile. The Art. 19 of convention I states also that "Fixed establishments and mobile medical units must be protected and respected by all sides in a conflict". Also "Feigning of civilian or non-combatant status is perfidy and prohibited" by the Geneva Conventions (Protocol I. Art. 37, Sec. 1). Dr Abi Saab added that neutral countries not involved in the conflicts have the obligation to observe the requirements of the Geneva Conventions. The First Protocol protects victims of international conflicts and the Second Protocol extends protections to victims of internal conflicts. Please respect this convention and don't include civilians into the destructive war, protect medical care personal, medical transport and wounded persons. Asking to stop the war immediately.

12/07/2006 MOREP Analysis of the situation today in Lebanon: The Head of MOREP Dr Majid Abi Saab said that Lebanese people should calm the problem as soon as possible, because each time when conflict starts in the south of Lebanon, it affects our economical situation during the summer period. He added that this is a very hot period of cultural activities like Baalback and Beiteddine festivals that should continue and not to be affected. We need peace, just peace and only peace, Dr Abi Saab said.

3/6/2006 this day: Head of MOREP said that every head of party, is prone to get critics specially caricatured ones. The image of any head of party is always political and never could be religious because in Lebanon the constitution stated that any division within population is not allowed. This is our aim to adopt a new secular kind of politics as we mentioned before.

28/5/2006  Dr Majid Abi Saab, head of MOREP in Lebanon, said yesterday during the vote of Members in the Order of Physicians in Beirut that physician principles is to keep syndicates and orders out of political conflicts and ask sides of political parties not to intervene in internal affairs of our Order of Physician, that is because physicians are the only concerned in their affairs, and asks physician not to vote to any party. Political conflicts should not be introduced into our "Home". He also reminds that LAMARTINE the French writer and Poet said that the best natural view he ever seen is the border of Beirut River, we want to keep in mind the good image of our "Home" the Order of Physician.

طلب الدكتور مجيد ابي صعب  تعليقا" على انتخابات أعضاء المجلس في نقابة الأطباء في بيروت أن حركة الاصلاح والبيئة تلفت نظر الزملاء الأطباء ان التدخل السياسي في شؤون النقابة سوف يجز الاطباء في خلافات وطلب عدم ادخال السياسة داخل النقابة لأن الاطباء هم الوحيدون المعنيون في نقابتهم. وطلب بعدم انتخاب فئات سياسية لإبقاء النقابة في موقع حر تابع فقط لنفسه. وذكر ان لأمارتين الكاتب الفرنسي قال يوما" ان اجمل منظر رآه في حياته هو نهر بيروت. هكذا نريد ان تبقى النقابة في ذاكرتنا

15/5/2006 Editorial Letter : The outstanding of MOREP's state of the art campaign is started since few weeks, including the reform program issues published earlier 1 year ago (Link). The economical growth should be divided into many sectors and each sector should be given its importance. Politics should be aware that any interference could affect the economical growth. Economy does not mean Taxes! The state should not work on taxes rather should work on private sector to retrieve it from deficit, and that is how we will find the economical growth and than Taxes would be introduced. Dr ABi Saab's Head of  MOREP provides an equation  giving procedure how to manipulate economy in each sector and how to provide its growth and resolute its problem:

1- Economy Oriented Evidence that Matters:

+ Addresses a deficit problem whatever it is (No electricity, taxes problem, import is greater than export, less productions etc..) that economical societies face it in their practice within lebanese territory.

+ Use economical outcomes (Production and Market needs)

+ The potential to change the economical politic if an idea ( could be distructive politics) is valid and applicable (Relevant)

2- State-Oriented Economical politics: usually misleading and incomprehensive,  may induce greater deficit in private sectors. Unreliable

3- Private Sector-Oriented Economical Politics: reliable, knows the outcomes more than the state.

Providing a simple equation, Dr Majid  Abi Saab, in his Rheumatology Clinic, calculated

The Economical politics (Problem)  = Relevance  X  Validity / Production x market needs

where Relevance is the evidence of problem, Validity of the problem (making statistics) and Amount of productive work depending from market needs.

10/5/2006 Dr Majid ABi Saab declared this evening that political issue for good reform is that not to manifest in the street rather is to negotiate and discuss the issues provided by the state. He declared also that this moment is not adequate for any street manifestation because we are approaching the summer and tourist period during which an increase of economical private and public sectors should be noted. Any kind of political trouble may affect the economical growth during this important period in Lebanon. He asks politics' implicated in that matter to act by educated manner and restart as soon as possible round table discussions.

28/4/2006 MOREP's Head Came for 4 days to Lebanon during which, Dr Abi Saab declares that his ideas is to introduce the  "state of the Art Compaign", Compatriots have to make changes in political relations. He asks Lebanese political societies to give-up the show-off and dispute.  He also stated that Environmental issues should be given its importance in Lebanese politics. He declared that a New Logo of MOREP is prepared: a Pastel Color Green Candle, "MOREP" is writen in Pastel Brown Color in the middle of the Candle.

5/2/2006 Open Letter from MOREP to the Lebanese included respect of religious faith and beleif of each other and to calm the tension in the street. The head of the movement ascertains that the program provided by MOREP included the separation of politic from religion making the country adapted to a secular kind of politics. Lebanese should go from this time forward to change mentality, to reform the law as a first step. Dr Abi Saab reminds people that they should thing about life in a good and healthy environment, proving the well being and the normal growth of mental, social and economical issues.

02/01/06 Head of the Movement of Reform and Environment Program supports the Newsletter signed by the president of Association of Lebanese Industry Mr Fadi Abboud entitled Lebanon's Place Under The Sun. Dr Abi Saab said that to push up the economical growth, a well based reform should start as soon as possible, sustaining investment in innovation of science, universities, engineering, and technologies so far... to facilitate local companies growth. Few of them are closing because of the deficient economical politics reform .... We should be smart and not waste time, seizing opportunities, develop adequate reform and provide Jobs... which will rise standards of living and decrease the minimum requirement to live...

Modernization and DECENTRALISATION: * For the modernization and computerized administration * Increase the power to “KAEMKAM”  to elaborate passports in less than 5 minutes like it is the case in Europe* and to give long stay card and working cards to strangers.

*To stop the salary of DEPUTIES in the end of their missions

الخطاب الاصلاحي والبرنامج البيئي

في التطوير الإداري الخدماتي واللامركزية الإدارية:

نعم لمكننة الإدارة الخدماتية مثل إعطاء إخراج القيد ام التذكرة الهوية ام جواز السفر: يجب تطويرها بشكل ان يعطى امام موظف واحد  في القائمقامية وان  يعطى صلاحية اوسع للقائمقام Prefet بتوقيع جواز السفر لأن ذلك يتعلق بالاحوال الشخصية وليس له علاقة اطلاقا" بالامن العام.  فيمكن إعطاؤه من خلال جهاز الكوبيوتر بخلال خمس دقائق ويكمن دور المختار في تقديم الطلب (ام استلامه) عن صاحب العلاقة. ولا لزوم حتى من يعرّف على الشخص، فقط المعرّف على مقدم الطلب هي الهوية السابقة ام اي مستند آخر بعد التأكد من صحته ومن صورة طالب المستند. كما ان صلاحية  القائمقام توسع لتشمل إعطاء إجازة العمل للأجانب وايضا" الإقامة Carte de Travail et Carte de Séjour مما يسهل الإدارة الخدماتية ويعزز اللامركزية الإدارية.

في الاقتصاد والضرائب:

* نعم للحق، لحق الجميع ان يعلم الحقيقة في من اوصل لبنان إلى الديون الباهظة وتدويل التحقيق بها. * لإنشاء مشاريع منتجة سريعا" وخصخصتها لفترة زمنية ولإيقاف كل المشاريع الإنمائية الغير منتجة لحين تخفيض الدين العام بنسبة 50%. * إنشاء شركات كهرباء من الطاقة المائية موزعة على المحافظات. * التنقيب عن الغاز والموارد المنتجة.

* لا لخصخصة المؤسسات الحالية المنتجة بكاملها بل للخصخصة الجزئية بنسبة 50% للدولة والآخر للخصصة الإفرادية على ان لا يحق للمساهم (او ورثائه) ان يشتري اكثر من سهم. خصخصة إدارة الشركة بكاملها تلبية" للإصلاح الإداري .

 * عمل وزارة السياحة عبر معاهدات أو الإعلام لجلب السواح من كافة انحاء العالم بدلا" من إضاعة الوقت في رخص المطاعم والتي يجب ان تحول إلى وزارة الصحة العامة لأن المعايير هي صحية ولا سياحية. * لإلغاء المعاش التقاعدي للنواب واستبداله على الأكثر بتعويض نهاية خدمة، عيب على ان يبقى معاش النائب ساريا" للأبد.

* لنظام زراعي يكفي الاستهلاك المحلي ويسمح للتصدير وفقا" لمعايير دولية. * إلغاء كل المعاهدات الزراعية المجحفة بحق لبنان.

* لتخفيض الضرائب على اسس واقعية ومعتدلة. * تعتبر آخر أيصال دفع ضريبة بمسابة برائة زمة مالية تطبق ايضا" على فواتير الكهرباء والهاتف بموجبه يلغي الفواتير السابقة. * لإلغاء الضرائب على المأكولات على شتى انواعها لأن الأكل هو حق من حقوق الإنسان ليستطيع العيش. * إلغاء TVA  في المراحل الاولية (من المصنع إلى التاجر او الموزع) مما يخفض غلاء المعيشة بنسبة 30%. * لتخفيض الضريبة على البنزين. * لوقف اعتماد كلفة الكهرباء حسب الجدول التصاعدي.

* لإلغاء دفاتر الضرائبية الملزمة على المكلف والمصدقة واستبدالها بدفتر محاسبة عادي ام باوراق عن جهاز كومبيوتر وفقا" لمحاسبة متطورة.

 

في الصحة:

نعم للفقراء ان يحصلوا على طبابة لائقة

نعم لنظام صحي متطور في الضمان الاجتماعي و مكننة متطورة وخصخصة ادارتها ضمن شروط محكّمة.

للحوار مع النقابات الصحية (الاطباء واطباء الاسنان والصيدلة والعلاج الفيزيائي والممرضين والمستشفيات) لأيجاد الحلول للمشاكل القائمة على الصعيد الصحي فيما بينهم وبين وزارة الصحة ولجنة الصحة في مجلس النواب للعمل سويا" من اجل الإنماء الصحي واقتراح القوانين التي تراعي حقوق العاملين في هذا القطاع وتراعي حالة المواطن والمرضى.

لتطوير مختبرات وزارة الصحة للتدقيق في المواد داخل المأكولات المصنعة المعلبة وإدراج لائحة بالمواد الممنوع إستعمالها في المأكولات ليصير إلى منع إدخال المأكولات التي تحتويها. تحويل رخص المطاعم إلى وزارة الصحة بدلا" من وزارة السياحة.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

* نعم. نعم لدستور جديد للبنان *رئيسا" للجمهورية ينتخب من الشعب، مجلس الوزراء ومجلس النواب: كل يستغني ويتخلى عن سياسة طائفته ويمارس العلمنة السياسية. للمساءلة إذا أخل الرؤساء الثلاث بالعدالة والدستور. *لمجلس شيوخ ينتخب لتشريع القوانين* نعم لوطن حر سيد مستقل * نعم لإنشاء مؤسسات لا مافيات * لأجل أحزاب تشمل شعب موحد، خطوة نحو مستقبل علمي لأجل ابنائنا. * لا "لديموقراطية طائفية!" والتي لا وجود لها في العالم إلا في لبنان والتي نتج عنها خلافات لا معاني لها بل لسياسة ديموقراطية تعني العلمنة يمارسها كل شاب لبناني في العمل السياسي انطلاقا" من المدارس والجامعات حتى اركان الحكم والنظام. * لأجل شبيبة تتحد لأجل لبنان.

* نعم لتخفيض سن الإقتراع إلى العمر 18. * نعم لحق المهاجرين اللبنانيين للإنتخاب ضمن مشروع خاص Droit de vote des Libanais à l’étranger يشمل عدد نواب اثنين عن أوروبا المتحدة اثنين عن الولايات المتحدة اثنين عن البرازيل، واحد عن اوستراليا وواحد عن افريقيا، لتفعيل النهضة بالوطن أبتداء" من المهجر. * لحق لبنان ان يعرف الحقيقة من كان وراء الاغتيالات السياسية المتكررة.

* لمساءلة النواب.* لإنشاء وطن ذات اجهزة امنية تحمي المواطن ولا العكس. * لإلغاء المؤسسات المخالفة للدستور مثل اجهزة المراقبة.

* نعم لإزالة الضغوط والمراقبة على وسائل الاعلام وإعادة فتح محطة MTV. * لإلغاء خدمة العلم. * نعم لترسيخ المصالحة الوطنية وللعفو العام خاصة لإخراج الدكتور سمير جعجع من السجن السياسي والعمل مباشرة علىاخراج المعتقلين الرهائن السياسيين اللبنانيين خارج لبنان. 

في إصلاح الإدارة والقضاء:

لا للتعيينات على اي مركز من اي فئة كان لأن التعيينات هي بنفسها تعني الفساد. بل لإنشاء نظام للوظائف الإدارية على نحو علمي نظامي لكل فئة يتوجب حد اقصى ولا ادنى من العلم حسب مستوى كل فئة ادارية ووفقا" لمعايير معتمدة عالميا".

نعم لقانون ينفض القضاء من الفساد ويلغي التعيينات القضائية السياسية الفاسدة.

لانشاء جهاز يراقب آداء القضاة بطرق منتظمة ودائمة ام بإنتظام  Audit، مرة اسبوعيا" على الاقل، وعليه الاطلاع على الملفات بكاملها ويحق له إحالة القاضي إلى التفتيش القضائي. لا بالإكتفاء على الإحصاء فقط. فك النواب عن الشؤون القضائية.

لفك السياسة عن الادارة. لعدم تدخل النواب والسياسيين في الشؤون الادارية لاجل الواسطة الفاسدة. لإلغاء التفتيش المركزي المعين من السياسة واستبداله بفرقاء تفتيش متخصص علمي بإمتياز غير معين سياسيّا" كل فريق حسب اختصاصه.

لأقرار يوم صحي للنساء مرة بالشهر ضمن العمل “Sick Day” وهذا حق انساني.

نعم للتعويض على اصحاب  الكسارات والمرامل والمحافر بشراء منشآتهم من قبل الدولة بعد اقفالها لإعادة تأهيل الارض لتصبح غير مشوهة قدر الإمكان، فالمخطىء الاكبر هو من رخص لها.

والبدل هو إنشاء شركات عامة تستورد الرمل من الصحراء العربية والبحص من البلاد المجاورة يكون ايضا" شريكا" فيها من يرغب من اللبنانيين ومن أصحاب كسارات مقفلة. فالعلم يمنع انشاء مرامل وكسارات على الجبال بل في الاماكن ذات الطبيعة المسطحة والتي لا وجود لها في لبنان.

لدعم تطور الفيلترات ضد تلوث الهواء الناتج عن المداخن ام السيارات والإيعاز لجلبها إلى لبنان وتطبيقها وإلزام المصانع واصحاب المداخن بها. لأيجاد حل جزري  ضد التلوث البيئي الناتج عن مصانع شكا ومعامل التيار الكهربائي العام.

لإلغاء قصاطل الأيترنيت في مجاري مياه الشفة. لانشاء محطات تكرير المياه المبتذلة في المدن الساحلية كلها ومنها للقرى.

لإزالة المواد السامة والكيميائية من لبنان والتي ادخلت خلال الحرب ومن شأنها تلوث المياه الجوفية والتي يشرب منها الجميع. وقف المعامل التي تنتج مواد كيميائية على ضفاف الانهر ام البحر ام مجاري المياه ام الأحواض.

نعم لحماية الشاطىء من البناء ومن ردمه، والعمل على تواصل الشاطىء وفتح ممر للمياه في بداية السنسول لتخفيض تلوث الشاطئ، إذا تعذر إزالته كاملا"، لإعادة مجرى مياه البحر الطبيعي لأجل الثروة السمكية.

لإنشاء ودعم وتوجيه البلديات لمشاريع فرز النفايات كالقناني القزاز والمعلبات والبلاستيك وأوراق القرطاسية ونفايات الأكل ونفايات اوراق المحارم، ومنها انتاج الطاقة الكهربائية (مثل ما يحصل في باريس) من النفايات التي يلزم احراقها وانتاج المواد الكيميائية من نفايات الاكل ودعم العلماء في الجامعات اللبنانية لتطوير هذه المنشآت. وإلا بيع كل النفايات لشركات خاصة اجنبية لقاء التخلص منها. نعم لدعم استعمال الطاقة الشمسية وتوجيه المواطن نحو استعمالها.

Bientôt la première étude sur les fossiles végétaux du Liban

Recherche scientifique - Un bond de quelques millions d’années en arrière

Si les spécimens de flore et de faune fossilisés ont été figés dans le temps par un concours de circonstances géologiques bien particulier, c’est qu’ils renferment en eux la mémoire d’époques révolues, témoins silencieux de l’évolution des espèces. La diversité et le nombre impressionnant de fossiles au Liban ont attiré l’attention de collectionneurs, amateurs avertis. Sachant que des études ont déjà été entreprises sur la faune fossilisée (notamment les poissons), les Drs Edouard Makhoul et Magid Abi Saab, médecins de leur état, ont pris l’initiative, avec un groupe de passionnés de paléontologie dont des professeurs de l’Université libanaise, de lancer une action qui permette de mieux décrypter le message des fossiles d’espèces végétales, beaucoup plus rares que les autres. 
Il y a trois ans, le Dr Makhoul, propriétaire d’une collection de fossiles végétaux qu’il a toujours désiré mettre au profit de la science, entreprend de contacter Georges Barale, professeur en paléobotanique à l’Université Claude Bernard Lyon I. L’intérêt de l’expert français pour les fossiles trouvés au Liban s’est accru lors d’une visite qu’il a effectuée au pays l’année dernière, et au cours de laquelle il a fait le tour de plusieurs gisements. Depuis, des échantillons sont envoyés par le Dr Makhoul au laboratoire de l’université lyonnaise, et la première étude approfondie sur la paléobotanique au Liban a été mise sur les rails. Le Pr Barale donnera une conférence le 8 novembre prochain aux Créneaux, à Achrafié, à 19h30, intitulée : "La flore au cours des temps géologiques. Intérêt des gisements libanais". C’est au cours de cette conférence qu’il exposera les premiers résultats de sa recherche. Sans vouloir anticiper les premières conclusions de l’expert français, le Dr Makhoul peut cependant certifier que "l’étude sera à même de révéler l’existence d’espèces inconnues jusqu’alors et de recueillir de nouvelles données sur des espèces connues". 
La collection de fossiles d’espèces végétales du Dr Makhoul provient presque entièrement d’un gisement à Nammoura, sur les hauteurs de Nahr Ibrahim (caza de Jbeil), à 500 mètres d’altitude. Feuilles d’arbres, plantes terrestres et aquatiques s’ajoutent aux coraux, aux coquillages, aux invertébrés, aux dents de requins, etc. C’est le village de Mazraat Bani Saab (caza de Bécharré) qui détient le record en matière de coraux trouvés entiers, comme l’indique le Dr Abi Saab, originaire de cette région riche en fossiles de tout genre. Parlant du gisement de Nammoura, le Dr Makhoul indique qu’il a dû comporter, il y a des millions d’années, des îlots de terre ferme dans des étendues d’eau, d’où le fait qu’on y trouve des fossiles de plantes terrestres et aquatiques. Les feuilles d’arbres fossilisées prouvent l’existence de forêts denses à cet endroit, notamment formées d’espèces qui peuplent toujours notre région, comme les conifères par exemple.
Des blocs qui s’ouvrent comme un livre
Ce site, comme le reste du Liban, a une autre particularité : il est situé sur la frontière entre deux formations géologiques, la plaque arabique et la plaque d’Eurasie. "Il s’agit de toute évidence d’un amalgame de ces deux formations, explique le Dr Makhoul. Il reste à déterminer si les fossiles trouvés sont ceux de plantes caractéristiques des deux régions, ou si cette flore est une sorte de mélange qui serait, à ce moment-là, très particulière." Le gisement est également riche en poissons - surtout des requins -, en tortues, en reptiles, en insectes... "Il n’est pas facile de tomber sur un fossile, précise cependant ce passionné de paléobotanique. Nous passons des journées entières sur le site avant de trouver un spécimen." D’ailleurs, il n’y a aucun moyen de vérifier si un bloc de pierre renferme un fossile ou non. C’est par tâtonnement qu’on découvre ces petites merveilles. Il faut casser le bloc qui s’ouvre en deux sous l’effet du choc, comme un livre, d’où le fait que les parois sont lisses. Parfois une tache brune attire l’attention d’un œil exercé. Mais c’est le hasard qui joue le plus grand rôle dans cette drôle de chasse. 
Les fossiles sont assez communs au Liban. Ils sont variés et datent d’ères géologiques différentes, allant du jurassique (plus de 150 millions d’années), au crétacé (plus de 60 millions d’années), au tertiaire (environ 40 millions d’années). Leur formation est due à un phénomène géologique très particulier auquel ont été exposés ces spécimens animaux et végétaux à leur mort, il y a des millions d’années : quand le cadavre se retrouve au fond de l’eau, s’il est recouvert très rapidement de tourbe ou de sable et donc privé d’oxygène, il se fossilise au lieu de se décomposer. Avec le temps, toute matière organique disparaît, d’où le fait que la trace visible n’est qu’une empreinte minérale. Fascinant. Interrogé sur la réelle portée de l’étude préparée actuellement par le Pr Barale, le Dr Abi Saab souligne qu’elle présente trois avantages majeurs : une importance scientifique pure qui permet de répertorier les espèces ayant vécu dans cette région du monde, un intérêt culturel et touristique fondé sur une mise en valeur des richesses naturelles du Liban, et une occasion de mieux connaître l’environnement et de lutter contre les problèmes écologiques. "Une grande partie des régions libanaises est riche en fossiles, explique-t-il. L’expansion urbaine peut causer la perte de gisements précieux. Nous voulons attirer l’attention des auteurs du futur plan d’urbanisme national sur la nécessité d’inclure l’étude du sol dans les procédures d’obtention des permis de construction, afin de protéger cette richesse naturelle." Il faut noter également que cette étude constituera le premier document complet sur l’histoire de la flore et son évolution au Liban.
